Abstract

This opinion paper critically examines the process of building a quality item bank for the assessment of students’ learning outcomes. Grounded in the Classical Test Theory (CTT) as propounded by Charles Spearman (1904) and expanded by DeMars (2018). The paper explores the concept and core functions of an item bank, emphasizing its role in promoting standardized, valid, and reliable assessments. It outlines the systematic phases of item bank development, beginning with effective planning and progressing through the construction of quality test items, development of test blueprints or tables of specification, and application of rigorous technical criteria. The paper highlights the significance of item writing guided by Bloom’s taxonomy, as well as the critical roles of expert review, panel moderation, editing, and trial testing. Furthermore, it emphasizes item analysis as essential for evaluating item functionality and refining test quality before final item banking. The paper advocates for continuous quality assurance mechanisms to enhance test fairness and measurement precision. In conclusion, it suggested strategic recommendations for integrating digital platforms, expert collaboration, and psychometric standards in item bank development. This structured approach ensures that assessments not only measure learning outcomes accurately but also support instructional improvement and policy decisions.
